Man Detained Outside LA Courthouse Sparks Legal Controversy
A man was forcibly detained by individuals claiming to be from Immigration and Customs Enforcement (ICE) outside the Clara Shortridge Foltz Criminal Justice Center in Los Angeles on Wednesday. Video footage shows the man, later identified as Steven Reyes, being carried away while yelling for help. This incident has raised significant concerns among legal professionals and human rights advocates regarding the implications for the judicial system.
The video, obtained by the Los Angeles Times, captures a distressing scene where Reyes is seen with his hands bound behind his back, being shoved into an unmarked vehicle. Eyewitnesses reported that those detaining him were in plainclothes and some wore masks. As he struggled, Reyes repeatedly cried out, “Can you help me, please?” before being forced into the car. The location and circumstances of his detention remain unclear, as neither ICE nor the Department of Homeland Security responded to inquiries about the operation or the reasons for Reyes’ detention.

The incident has drawn sharp criticism from Sergio C. Tapia II, the presiding judge of Los Angeles County Superior Court. In a statement, he expressed deep concern over the impact such actions have on public trust in the justice system. He stated, “These intimidating and unnecessary displays undermine public trust in the justice system, deter people from seeking justice, and send a dangerous message to immigrant communities that they are not safe to fully and freely participate in the legal process.”
Reyes was reportedly appearing in court for a state felony charge related to drug possession with intent to sell, a charge to which he pleaded not guilty on July 31, 2023. He was released on his own recognizance prior to the incident. His attorney from the Los Angeles County Alternate Public Defender’s Office, Jenny Cheng, condemned the actions of the alleged ICE agents, calling it a violation of due process. “It shocks the conscience to see any human violently abducted by a group of mostly masked unidentified individuals,” Cheng stated, emphasizing the detrimental effects such actions have on the integrity of the court system.

This event is part of a growing trend where ICE has increasingly conducted arrests at courthouses, a practice that was curtailed under previous guidelines. The Trump administration rescinded these protective measures, leading to heightened scrutiny and backlash from immigrant rights groups. The Los Angeles County District Attorney’s Office, which is prosecuting Reyes, stated it had no prior knowledge of the detention and did not participate in the enforcement action. A spokesperson noted, “Detaining a defendant before the judicial process has concluded interferes with our ability to prosecute cases and is not to the advantage of the pursuit of justice.”
As the situation develops, the legal community and immigrant advocacy groups continue to voice their concerns over the implications of such operations. The increasing visibility of ICE’s presence in court settings raises questions about the balance between immigration enforcement and the right to a fair judicial process.
