Temu and CODICI Collaborate to Enhance Consumer Protection

On September 16, 2025, the Centre for Citizens’ Rights (CODICI) and Whaleco Technology Ltd., which operates the global e-commerce platform Temu, announced a significant collaboration aimed at enhancing consumer protection and product compliance. This partnership will span five years and focuses on promoting transparency and trust within the digital marketplace.
Key Initiatives of the Collaboration
The collaboration includes several strategic initiatives designed to address consumer concerns effectively. A primary component is the implementation of a joint monitoring program that will feature annual meetings to assess and improve the product compliance measures currently in place on the Temu platform.
Additionally, both parties will establish a dedicated escalation channel. This channel will be managed by technical and legal representatives from CODICI and Whaleco, allowing for prompt attention to critical product safety issues that may arise. This proactive approach aims to ensure that any potential safety concerns are swiftly addressed.
Both organizations will also participate in institutional initiatives focused on combating counterfeiting and greenwashing. These efforts will promote product compliance and contribute to a safer digital ecosystem for all consumers. Throughout the partnership, CODICI and Whaleco will share best practices to drive meaningful progress in consumer protection.
Future Reporting and Ongoing Dialogue
As part of their efforts to foster ongoing dialogue with various consumer protection stakeholders, the two organizations are considering the release of annual summary reports. These reports will outline their key achievements as well as future initiatives, providing transparency regarding their collaboration’s impact.

CODICI, established over 30 years ago, has been actively engaged in protecting citizens’ rights in Italy. The organization provides assistance and support to consumers and is a member of CIE (Consumatori Italiani per l’Europa), which is affiliated with the BEUC network (Bureau Européen des Unions de Consommateurs). Furthermore, CODICI is also part of the CNCU (National Council of Consumers and Users) at the Ministry of Enterprises and Made in Italy.
This collaboration between Temu and CODICI represents a significant step forward in strengthening consumer protection in the digital age. Through their combined efforts, both organizations aim to foster an environment of trust and safety for consumers navigating the complexities of online shopping.
