UN Calls for Accountability Amid Civilian Casualties in Lebanon

The United Nations (UN) Special Rapporteur on extrajudicial, summary, or arbitrary executions, Dr. Morris Tidball-Binz, has called on Lebanese authorities to enhance investigations into civilian killings resulting from Israeli military actions in Lebanon. This appeal follows a significant escalation of violence that began on September 23, 2024, when Israeli airstrikes intensified, resulting in thousands of civilian casualties and displacing approximately 1.4 million people.

Dr. Tidball-Binz made this statement following his mission in Lebanon from September 29 to October 10, 2024. He emphasized the need for the Lebanese government to conduct victim-centered inquiries into these incidents, particularly in light of the near-daily airstrikes carried out by the Israeli Defense Forces (IDF), despite a ceasefire that was agreed upon on November 29, 2024.

The UN Interim Force in Lebanon (UNIFIL) has urged Israel to halt its military operations and withdraw completely from Lebanese territory. UNIFIL stressed that ongoing attacks not only threaten peacekeepers but also jeopardize civilian lives, which constitutes a violation of international law. Dr. Tidball-Binz reinforced that accountability is essential for upholding the right to life, warning that the absence of credible investigations fosters a culture of impunity.

Calls for International Standards in Investigations

In his remarks, Dr. Tidball-Binz insisted that Lebanon must align its investigative processes with international standards, specifically referencing the UN Manual on the Effective Prevention and Investigation of Extra-Legal, Arbitrary and Summary Executions. This manual provides a framework for evidence collection, documentation, and maintaining a proper chain of custody.

“Lebanon has the legal tools to act now and demonstrate that casualties are not mere numbers; they have names,” he stated. He expressed concern over systemic issues such as a lack of forensic capacity, inadequate witness protection, and political interference, which undermine judicial independence. Dr. Tidball-Binz asserted, “Accountability requires prompt, effective, thorough, independent, and impartial investigations and criminal proceedings, which enable access to reparation for victims and their families.”

In a parallel development, Amnesty International has urged the Lebanese government to grant the International Criminal Court (ICC) jurisdiction to investigate alleged war crimes committed in Lebanon since October 2023. The organization argues that without this jurisdiction, accountability for victims remains obstructed.
