Woodbury Appoints Jeffrey Dahl as City Administrator to Foster Community Growth

Jeffrey Dahl has stepped into the role of city administrator for Woodbury, Minnesota, determined to enhance community relations and promote local development. Selected by the Woodbury City Council in July 2023, Dahl’s appointment follows a rigorous search process that saw him emerge as the preferred candidate among five applicants. Mayor Anne Burt praised Dahl for his personable nature and strategic thinking, qualities deemed essential for guiding the city forward.

Dahl, who previously served in various administrative roles across Minnesota, described the responsibilities of city administrator as akin to an executive director working with a board of directors. The city council, he noted, sets the mission, while his role involves managing essential services and ensuring that the city aligns with the council’s vision. He emphasized the strong leadership within the council, stating, “We’ve had mayors and council members who really care about their community.”

His predecessor, Clint Gridley, held the position for over two decades, leaving behind a legacy of effective leadership. Dahl acknowledged the challenge of filling Gridley’s role, expressing readiness to embrace the task. “I knew the shoes were big, but I’m ready for the challenge,” he said, adding that he looks forward to contributing to a community he admires.

Background and Approach

Dahl’s journey in public service began as a community development intern in Woodbury during his mid-20s. His academic background includes a bachelor’s degree in international relations and a master’s degree in political science from the University of Minnesota. These qualifications have enriched his understanding of government operations and community development, shaping his approach to leadership.

With extensive experience as a city administrator and development service director, including roles in Osseo and Chaska, Dahl has developed a keen insight into effective community engagement. He believes that leadership is about “engaging, supporting, and serving others for a common goal or direction.” His philosophy centers on building relationships with residents and understanding their needs.

Dahl’s leadership style is characterized by a warm demeanor and approachability. He values diversity and seeks to connect with individuals from all backgrounds. “I’m naturally a curious person and I like differences,” he explained, highlighting his commitment to fostering inclusive dialogue within the community.

Among these is the reopening of Central Park, which has undergone extensive renovations and is set to reopen in phases throughout October 2025. The park will feature sustainable design elements, increased seating, expanded green spaces, and improved accessibility.

Dahl’s vision for Woodbury extends beyond infrastructure. He believes that community engagement is crucial for thriving local governance. “I want people to know that my door is always open,” he stated, emphasizing his commitment to listening to residents’ concerns and supporting their needs.

Outside of his professional commitments, Dahl is a family man, married to Christine, who works as a sustainability project manager. They share a passion for the outdoors and appreciate Woodbury’s beautiful landscape, which includes hills, lakes, and diverse natural features. Dahl expressed admiration for the city’s efforts in maintaining accessible parks and essential services, noting that Woodbury is “family-friendly,” “wonderfully growing,” and “surprisingly diverse.”

As he navigates his initial days in office, Dahl is eager to engage with the community. He noted, “I really look forward to getting out in the community and meeting them.” His approach combines enthusiasm for local governance with a genuine desire to serve and uplift the community he now leads.
