Michigan Governor Whitmer Addresses Tariffs and Medicaid with Trump

Michigan’s Democratic Governor Gretchen Whitmer met with President Donald Trump at the White House on March 5, 2024, to discuss critical issues affecting the state. This meeting marks at least the third occasion since Trump began his second term that the two have convened. Their conversation focused on the implications of Trump’s tariffs on Michigan, particularly within the auto industry, as well as potential changes to Medicaid under the proposed One Big Beautiful Bill Act (OBBBA).
Whitmer emphasized the adverse effects of current tariffs on Michigan’s economy, stating, “I told him and his team about the impact tariffs are having on Michigan’s economy, especially our auto industry.” The governor articulated concerns regarding how new Medicaid policies might hinder economic stability in the state.
A White House official commented on the meeting, noting that Trump “keeps his finger on the pulse of Michigan considering he won the state BIG.” This remark underscores the ongoing political significance of Michigan in national elections.
During their discussion, Whitmer stressed the vulnerability of Michigan’s economy to tariffs on auto imports from Canada and Mexico. She called attention to Flint and Genesee County, home to General Motors, as potential areas for increased domestic manufacturing investment.
The discussion about Medicaid centered on concerns regarding the OBBBA’s impact on Michigan’s Insurance Provider Assessment (IPA), which helps fund coverage for approximately 2.6 million residents on Medicaid. The proposed changes to the IPA could significantly affect the state’s healthcare landscape. According to sources, the IPA has a statewide impact of about $2.7 billion and could jeopardize health coverage for one million vulnerable residents, including children, seniors, and individuals with disabilities.
Whitmer requested that Trump allow for a three-year transition period for any new Medicaid policies instead of the quicker timeline suggested by the Centers for Medicare and Medicaid (CMS). She also sought enhanced collaboration with CMS to ensure that provider assessments align with current policy needs. The White House has yet to comment on these specific requests.
Whitmer’s meeting occurs amidst ongoing discussions among Democrats nationwide regarding their tactics in dealing with Trump’s administration. Some party members advocate for a more aggressive approach towards the president, while others, like Whitmer, prefer a collaborative strategy.
As Whitmer engaged with Trump, several potential 2028 presidential contenders from the Democratic Party were actively opposing Republican efforts in Texas to redraw Congressional districts. Illinois Governor JB Pritzker, during a press conference, remarked, “They’re afraid, and they should be,” referring to the Republican Party’s concerns about upcoming elections.
In a broader context, some Democrats in Congress have expressed frustration over their party’s approach to Trump’s administration. Recently, Senator Cory Booker of New Jersey openly criticized colleagues for not sufficiently challenging Trump’s policies, highlighting a divide in the party over strategy.
Despite the political landscape, Whitmer maintains a focus on collaboration. “I’ve always said that I’ll work with anyone to get things done for Michigan,” she stated. “We should do everything in our power to lower costs and grow more good-paying jobs in Michigan.” She concluded by expressing gratitude for Trump’s attention to the issues discussed during their meeting, emphasizing her commitment to Michiganders and the state’s economic well-being.
