Boulder City Council Advances Short-Term Rental License for Sundance

Boulder City Council is on the verge of implementing a new short-term rental license designed specifically for events like the Sundance Film Festival. During a meeting on October 5, 2023, the council voted 7-1 to approve the second reading of an ordinance establishing this festival event license. The final vote is scheduled for the council’s next regular meeting on October 9, 2023.

The ordinance would allow property owners in Boulder to rent their homes for up to 29 non-consecutive days each year during designated festival periods. Currently, the only event that meets the city’s criteria is the Sundance Film Festival, which is expected to draw over 50,000 attendees and exceed local hotel capacity. The city defines a festival as an event that runs for at least five consecutive days and draws significant crowds.

Unlike existing short-term rental regulations, the new festival license does not require property owners to reside in their homes for at least six months each year. This flexibility extends to accessory dwelling units, which can also be eligible for the festival license. According to a city memo, any type of property ownership could qualify for this license, broadening access for potential hosts.

The festival license will carry a fee of $190, with renewals required every four years, compared to the annual renewal for existing short-term rental licenses. Taishya Adams was the only council member to vote against the ordinance, while Mayor Aaron Brockett was absent during the vote.

This initiative reflects Boulder’s effort to accommodate the influx of visitors during major events while balancing the needs of the local community. The council is still finalizing the specifics of the festival license, aiming to create a framework that supports both property owners and the influx of tourists expected during the Sundance Film Festival.
