Maine Freezes Medicaid Payments to Somali Charity Over Fraud Claims

Maine officials have suspended state Medicaid payments to Gateway Community Services, a charity serving the Somali community, after audits revealed over $1 million in potential fraud. This action follows investigations that uncovered substantial overbilling related to interpreting services for Somali migrants, raising concerns about the charity’s financial practices.

The suspension affects $1,068,598 in Medicaid payments made to Gateway for interpreting services between March 2021 and December 2022. State auditors discovered that the charity had charged for services that were either not provided or inflated in cost. Gateway Community Services has a history of scrutiny; previous investigations indicated overbilling of more than $600,000 from 2015 to 2018.

According to U.S. Representative James Comer, who serves as the top Republican on the House Oversight Committee, the charity’s activities may constitute welfare fraud. Comer has urged the U.S. Treasury to investigate further, citing alarming connections between Gateway and notable political figures in Maine.

Gateway Community Services has ties to prominent Democrats, including State Senator Chloe Maxmin and strategists Joanne D’Arcangelo and B.J. McCollister. McCollister previously worked as chief of staff to Maine Senate President Troy Jackson and was involved in Joe Biden’s 2020 presidential campaign. These associations have led to broader scrutiny of the charity’s operations and its management.

Assistant Senate Minority Leader Matt Harrington has expressed concern about Gateway and other potential fraud cases within the MaineCare system since May. “This is taxpayer money, and we should be looking into this,” Harrington stated. “I’m relieved that the federal government is finally stepping in, I think, largely due to the inaction of the leaders in Maine.”
