Rochester Public Utilities Adjusts Proposed Rate Increase to 4%
A proposed electric rate increase for customers of Rochester Public Utilities (RPU) has been adjusted from an initial estimate of 6% to 4% for the year 2026. This change follows a recent announcement from the Southern Minnesota Municipal Power Agency (SMMPA), which revealed a reduction in anticipated wholesale energy costs. According to RPU Director of Corporate Services Peter Hogan, this adjustment represents a significant improvement of approximately $4 million over previous projections for 2026.
Notices regarding the planned 6% rate increase were initially posted on September 30, 2023. However, on October 17, SMMPA informed RPU that the projected wholesale power rates would decrease due to lower expenses related to debt associated with a coal-fired power plant. Hogan explained, “As a result, the 2026 retail rate adjustment needed to meet RPU’s revenue requirement can be reduced from 6.0 percent to 4.0 percent while maintaining financial balance.”
Rate Adjustment Details and Customer Impact
This revised rate increase means that the average residential customer will see an additional $3.85 added to their monthly bill in 2026. Looking ahead, the proposed 6% increase for 2027 is expected to add about $6 to monthly bills that year. The adjustments aim to provide financial stability for the utility while managing customer costs.
The proposal to reduce the rate increase to 4% is not entirely new. Earlier discussions among RPU staff had suggested that adjustments to established renewable energy goals could allow for a lowered rate increase. Public sentiment gathered through a customer survey indicated strong support for maintaining the goal of achieving 100% net renewable electricity by 2030, while also minimizing rate impacts.
RPU General Manager Tim McCollough noted that the initial proposal for a 6% increase aimed to hedge against potential fluctuations in the utility’s power purchasing costs. Such fluctuations can lead to unpredictability in customer billing. Now, with the confirmed decrease in SMMPA expenses, RPU staff can confidently recommend the reduced rate increase for 2026.
Future Rate Discussions and Meetings Scheduled
In addition to the electric rate adjustments, the utility board is set to vote on proposed water rate increases of 9% for both 2026 and 2027. These adjustments are necessary to cover the city’s operational costs associated with providing water services. The projected increases would add $2 to the average residential water bill each month in 2026, followed by an additional $2.19 in 2027.
Upcoming meetings related to these discussions are scheduled for the week of October 27, 2023. Notable events include a City Council study session on Monday at 18:00 in the city-county Government Center and a Public Utility Board meeting on Tuesday at 16:00 in the RPU community room.
