Porterville City Council to Review Transit Design and Flag Program

The Porterville City Council will convene on November 4, 2025, to discuss several significant proposals, including a new fixed-route transit design, a monthly American flag replacement initiative, and updates to the City Council Procedural Handbook. These measures are part of an ongoing effort to enhance city services and promote community engagement.

One of the main items on the agenda is the introduction of a revised fixed-route service plan for the city’s transit system, referred to as Concept 6. Developed by Fehr & Peers Transit Consultants in collaboration with city staff and community input, this plan aims to restore bus service to South Porterville. Specifically, it will reestablish Routes 4 and 6, providing hourly service while ensuring cost neutrality.

This new transit design is the outcome of comprehensive analysis, taking into consideration ridership patterns and public feedback. It is expected to improve accessibility to key locations such as Porterville College, Family Healthcare Network, Overland Community Center and Park, and the Skate Park. Public sentiment expressed during the October 21 meeting indicated strong support for restoring transit services to southern neighborhoods and enhancing connections throughout the city.

According to city staff, the updated plan successfully balances efficiency with improved service coverage and reliability. Only minor adjustments are anticipated before the plan’s final implementation.

Monthly Flag Replacement Program Proposal

In addition to the transit discussions, Councilman Raymond Beltran will propose the establishment of a monthly flag replacement program at City Hall. Beginning on December 1, 2025, a new American flag will be raised at the start of each month to ensure a dignified display of the national emblem.

The program outlines that retired flags will be preserved and labeled with the month and year they were flown. These flags will be presented at various city ceremonies, including the Annual Wall of Fame and memorials for former mayors and community leaders. Flags in good condition will serve as keepsakes, while worn flags will be retired respectfully. The initiative, expected to cost approximately $2,000 annually, will be funded through the Community Promotion Budget and administered by the City Manager’s Office.

Updates to Council Procedural Handbook

The council will also review potential updates to the City Council Procedural Handbook, a document that outlines the operations and communication standards for council members. Proposed revisions aim to clarify the appropriate use of city facilities, staff resources, and official city branding, including the City seal and logo.

These changes are intended to enhance transparency and consistency in council operations while ensuring compliance with state and local regulations, including the Fair Political Practices Commission rules regarding public resources. Should the council approve these proposed changes, staff and the City Attorney will draft the amendments for further consideration.
