Charleston County Plans $70 Million Bond for Park Improvements
The Charleston County Park and Recreation Commission has announced plans to issue general obligation bonds not exceeding $70 million to fund a range of park improvements across Charleston County. A public hearing is scheduled for January 12, 2026, where residents can voice their opinions on the proposed bond issuance.
Established under Act No. 1595 by the South Carolina General Assembly in 1972, the Charleston County Park and Recreation District aims to enhance local recreational facilities. The proposed funding will support various projects outlined in the District’s capital improvements plan. These projects include the development of the Cooper River County Park, construction of new exhibits at the Caw Caw Interpretive Center, and the addition of a new playground at Wannamaker County Park, among others.
In detail, the funds will be allocated for the following projects:
– Improvements and expansions at existing parks
– Construction of new rural parks
– Enhancements to facilities at Palmetto Islands County Park, including Splash Island
– Upgrades to James Island County Park, featuring a new climbing wall and improvements to the Splash Zone
– Development of boat landings
– Upgrades to the Lighthouse Inlet Historic Preserve
– Compliance improvements as part of the ADA transition plan
The public hearing will take place at the District Office located at 861 Riverland Drive on James Island, beginning at 17:30 local time. During the hearing, both proponents and opponents of the bond issuance will have the opportunity to express their views.
Following the hearing, the Commission will review the feedback and determine whether there is a consensus in favor of the bond issuance. Should the Commission find in favor, it may authorize its Chairman and Secretary to petition the County Council for further proceedings in accordance with the Enabling Act.
Funding for the bonds will be secured through the full faith and credit of the District, with a pledge to levy an annual tax on all taxable property within the District sufficient to cover principal and interest payments.
The Charleston County Park and Recreation District emphasizes that this initiative will not only benefit local residents but also enhance the attractiveness of the region for visitors. Improvements to parks and recreational facilities are expected to contribute to the overall quality of life in the area and support tourism.
