Central Bank Performance Linked to Institutional Quality in Study

Research conducted by Livio Stracca sheds light on the factors influencing central bank performance, specifically examining inflation levels and growth variability. The study focuses on 37 advanced economies during the period known as the Great Moderation, a time characterized by reduced volatility in economic growth and inflation.
The analysis reveals a significant correlation between central bank performance and the overall quality of institutions within these economies. Stracca’s findings indicate that traditional central bank-specific factors such as independence, exchange rate regimes, or inflation targeting do not show a notable impact on long-term performance. Instead, it is the institutional framework that plays a crucial role in shaping outcomes.
Insights on the 2022 Inflation Surge
Expanding the scope of the study, Stracca also addresses the inflation resurgence experienced in 2022. The research utilizes characteristics of various countries prior to 2022 to determine the key drivers of this inflationary period. The results suggest that dependence on imports, particularly from Russia, especially in the form of gas, combined with the economic recovery following the COVID-19 pandemic, were significant factors contributing to the inflation spike.
This challenges the notion that the inflation surge represents a reversal of the Great Moderation’s stability. Instead, it highlights how external factors, such as geopolitical tensions and economic recovery trajectories, can significantly influence inflation dynamics.
Stracca’s work contributes to the ongoing discussion regarding effective monetary policy and the essential role of institutional integrity in managing economic fluctuations. By emphasizing the importance of overarching institutional quality, the study suggests that central banks may need to focus more on fostering robust institutional frameworks to enhance their effectiveness in maintaining economic stability.
