Lieutenant General Eyal Zamir, the IDF’s chief of general staff, stated that troops will maintain their positions in Gaza City until a political resolution is achieved. “The operation is not over; we must remain alert and ready for combat at all times,” Zamir told Israeli forces on Sunday.

Hamas negotiators arrived in Egypt late Sunday, with discussions expected to extend beyond the hostage situation. The talks will eventually address the administration of a Gaza that is united with the West Bank, under a leadership not influenced by Hamas, which currently governs the remaining 20 percent of land in the Gaza Strip.

In a potentially complicating factor for peace talks, Hamas leaders have indicated that the group will not disarm or surrender its weapons to any Palestinian-Egyptian authority monitored by international observers. They assert their right to armed resistance under international law, dismissing claims suggesting otherwise as untrue.

Global Reactions and Future Prospects

As negotiations unfold, protests for and against Israel took place internationally on Sunday, coinciding with the approaching second anniversary of the October 7 massacre. U.S. Secretary of State Marco Rubio remarked that the primary focus of the negotiations will be on logistics related to the hostages. “We’re dealing with Hamas. So let’s take that for what it is. But they have said that they agree with the president’s framework for the release of the hostages,” Rubio stated, indicating that the talks should concentrate on how to facilitate the handoff.

Should the sides succeed in negotiating the logistics of a hostage release, further discussions will address the remaining elements of Trump’s peace plan. These include Hamas’s agreement to a ceasefire, the transfer of administrative control of Gaza to independent Palestinian technocrats, and the potential establishment of a Palestinian state. Rubio acknowledged that these aspects may prove more challenging to resolve.
