Japan Enhances Naval Defense with Tomahawk Missiles Deployment

Japan is augmenting its military capabilities by deploying the JS Chokai, an Aegis-equipped guided-missile destroyer, to the United States for modifications. This warship will be fitted with Tomahawk cruise missiles that have a range of approximately 1,000 miles, enhancing Japan’s ability to target potential threats in the region, particularly from China and North Korea.

The deployment is part of a broader strategy by Japan and its allies, including the United States, to bolster defense in response to increasingly assertive military activities by adversaries. The Japanese Defense Ministry announced that the Chokai will undergo a year-long modification process, which includes crew training for launching the Tomahawks. This step comes as Japan seeks to improve its defense posture in what Defense Minister Gen Nakatani described as the “most severe and complex security environment” since World War II.

Strategic Implications of the Deployment

The acquisition of the Tomahawk missiles is significant for Japan, which signed a deal with the US in early 2024 to purchase 400 Tomahawk missiles. The missiles, which are classified as offensive weapons, allow for deep land-attack capabilities. The move has drawn criticism from China, which argues that it violates Japan’s post-World War II pacifist constitution, a constitution that restricts the Japan Self-Defense Forces to a purely defensive role.

Chinese Foreign Ministry spokesperson Mao Ning expressed concern, stating, “The moves by the US and Japan exacerbate the momentum of an arms race, affect peace and stability in the region, and undermine the international order.”

The growing military capabilities of China, particularly its rapid enhancement of military assets, pose a significant challenge for Japan. A recent report from the Japanese Defense Ministry highlighted that China’s military activities represent the “greatest strategic challenge” to Japan, particularly around contested areas such as the Senkaku Islands in the East China Sea.

Operational Readiness and International Context

As part of the readiness process, Japan’s Defense Ministry stated that the Chokai is expected to be operational for “actual missions” by the summer of 2024. This will involve live-fire testing and additional training exercises. Recently, the Chokai practiced loading dummy Tomahawk munitions into its vertical launch cells, an important step in preparing the vessel for combat scenarios.

The Chokai, measuring 528 feet in length and displacing 9,500 tons, is equipped with 90 vertical launch cells that can accommodate a range of missiles, including anti-aircraft and anti-submarine systems. This warship is comparable to the US Navy’s Arleigh Burke-class destroyers, enhancing interoperability with allied forces.

The Tomahawk missiles are well-regarded for their precision and effectiveness, having been used in combat over 2,000 times according to manufacturer Raytheon. They can be launched from various platforms, including naval vessels and submarines, demonstrating their versatility in modern warfare.

Australia has also joined the ranks of nations equipped with Tomahawk capabilities, having successfully fired the missile from the destroyer HMAS Brisbane in December 2023. The Australian Defense Ministry announced plans to acquire 200 Tomahawks, further solidifying regional defense partnerships.
