Utah Pharmacists Authorized to Administer COVID-19 Vaccines Without Prescriptions

The Utah Department of Commerce’s Division of Professional Licensing (DOPL) has confirmed that pharmacists in Utah can administer COVID-19 vaccines without requiring a prescription. This clarification comes following recent changes in federal recommendations regarding COVID-19 vaccinations.
On September 19, 2023, the Advisory Committee on Immunization Practices (ACIP) revised its guidance, suggesting that individuals consult with healthcare providers before receiving a COVID-19 vaccine. This updated recommendation emphasizes that vaccination decisions for people between six months and 64 years should be individualized rather than a blanket advisement to vaccinate.
The ACIP’s latest guidance indicates that the risk-benefit analysis of vaccination is most favorable for those under 65 years old who are at an increased risk for severe COVID-19. Conversely, the recommendation notes that the benefits of vaccination are less clear for individuals who do not have an elevated risk.
Despite these changes at the federal level, DOPL maintains that Utah’s existing protocols remain in effect. Pharmacists will continue to have the authority to administer the 2025-2026 COVID-19 vaccine without a prescription.
Future Requirements Still Uncertain
While Utah’s regulations provide clarity for pharmacists, the future of prescription requirements for COVID-19 vaccinations may still be influenced by the Centers for Disease Control and Prevention (CDC). The DOPL stated that it is currently awaiting the CDC’s response regarding whether it will adopt, modify, or reject the ACIP’s recommendations.
As the CDC has not yet updated its vaccine guidance to align with the recent ACIP changes, the DOPL advises individuals to have discussions with their medical providers about their personal health conditions and risk factors.
The evolving landscape of COVID-19 vaccination guidance highlights the importance of staying informed as authorities continue to reassess vaccination protocols in light of emerging data. As recommendations adapt, individuals are encouraged to remain proactive in understanding how such changes may impact their health and vaccination options.
