New York Lawmaker Proposes Bill to Control Rising Energy Costs

New York State residents are facing a significant increase in energy costs, with average electricity and gas bills from National Grid set to rise by $22 per month starting this month. Over the course of a year, this translates to an extra $264 for households and businesses. Furthermore, a plan approved in August 2023 by the New York State Public Service Commission (PSC) will impose an additional $50 monthly increase—amounting to $600 annually—within the next three years.

Concerns Over Accountability and Representation

The PSC, which is responsible for overseeing utility rates, has come under scrutiny as many residents express frustration over the lack of direct input in these decisions. Senator Jim Tedisco (R, C-Ballston Lake), who represents the 44th State Senate District, which includes Saratoga County, Niskayuna, and the City of Schenectady, is advocating for a legislative solution. He argues that the commission’s approval of these rate hikes occurred without sufficient oversight from elected officials, stating, “They are not elected representatives — we are.” The senator is sponsoring the bipartisan Ratepayer Protection Act (S.1414), which aims to ensure that any future utility rate changes must receive approval from the New York State Legislature.

Currently, New Yorkers pay the sixth highest energy costs in the nation. The recent rate hike is expected to exacerbate financial stress for many, particularly for those on fixed incomes, retirees, and residents relying on taxpayer-funded services. In June, National Grid disconnected electricity for 11,500 Upstate customers due to unpaid bills, a number likely to grow as households grapple with rising costs.

Senator Tedisco emphasizes the importance of legislative accountability, stating, “The buck should stop with the people’s elected representatives when it comes to these important fiscal matters.” He believes that while the PSC’s role in providing analysis and recommendations is valuable, ultimate decisions on rate increases should rest with elected officials who are directly accountable to the public.

The Ratepayer Protection Act has garnered bipartisan support in both the Senate and Assembly, reflecting a shared concern about the financial burden placed on New Yorkers.
