USDA Reviews Petition to Deregulate Genetically Engineered Corn

The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) announced on July 8, 2025, that it has received a petition from Bayer CropScience for a nonregulated status determination for MON 95275 maize. This genetically engineered corn variety is designed to produce two insecticidal proteins and a double-stranded RNA transcript, providing protection against damage caused by specific coleopteran pests, particularly the corn rootworm.

As part of its regulatory review, APHIS prepared a draft plant pest risk assessment (PPRA) to evaluate the potential risks associated with MON 95275 maize. The assessment compared the pest risks posed by this engineered corn to those of the unmodified variety from which it is derived. According to APHIS, the draft PPRA concluded that MON 95275 maize is unlikely to present an increased plant pest risk compared to its conventional counterpart.

Following the conclusion of the public comment period on September 8, 2025, APHIS will carefully review and evaluate all submitted information, alongside any other pertinent data. Based on this evaluation, the agency will either approve or deny the petition from Bayer CropScience. The final regulatory determination will be published on APHIS’ website and will also be made available in the Federal Register.
