Portland Police Release Body Cam Footage of Naked Armed Suspect Incident

PORTLAND, Ore. — On November 5, 2023, the Portland Police Bureau released body camera footage related to a nonfatal incident involving the use of deadly force. The footage captures officers striking a naked man armed with a handgun who was seen running through the Lloyd District. Dispatchers received multiple reports regarding the suspect, later identified as 43-year-old Robert Hatley, who was observed running along Northeast Grand Avenue. Witnesses indicated that Hatley may have pointed the handgun at his own head and attempted to pull the trigger, but the weapon did not discharge. Officers from the North Precinct were dispatched to the area, but initially could not locate him.

Incident Details and Police Response

Officers eventually spotted Hatley running south on Northeast Grand Avenue. According to police reports, Hatley fired a shot, prompting a swift response from the officers on the scene. As captured on body-worn cameras, two veteran officers, each with 19 years of experience, reacted to the gunfire. One officer drove his patrol vehicle into Hatley, knocking him to the ground and causing the handgun to drop.

This action is classified by the Bureau as a use of deadly force and is currently under investigation. Despite being struck by the vehicle, Hatley managed to rise and flee the scene. Officers pursued him, issuing commands for him to stop.

Initially complying with the officers’ orders to lie on the ground, Hatley soon got up and entered a nearby building. Officers subsequently deployed a Taser, which incapacitated him, allowing them to take him into custody. As they approached to arrest him, Hatley reportedly inflicted injuries on himself by hitting his head against the sidewalk, resulting in significant bleeding.

The Portland Police Bureau charged him with unlawful use of a weapon and being a felon in possession of a firearm. The handgun was later located in the front bumper of the police vehicle that struck him.
