North Dakota Governor Launches Council to Combat Homelessness
BISMARCK — On November 14, 2023, Governor Kelly Armstrong of North Dakota signed an executive order that aims to address the growing issue of homelessness in the state. The order establishes the North Dakota Interagency Council on Homelessness, a collaboration designed to enhance communication among state agencies and service providers. The ultimate goal is to prevent and eliminate homelessness across North Dakota.
In a press release, Governor Armstrong highlighted the urgency of the situation, stating, “While North Dakota already has a strong network of support services and programs for those experiencing homelessness, we still have individuals falling through the cracks.” The newly formed council will serve as a platform for gathering community insights, identifying areas needing improvement, and developing strategies to tackle homelessness effectively.
Brandon Dettlaff, Executive Director of the North Dakota Housing Finance Agency, will lead the twelve-member council. He will be joined by Jonathan Holth, the state’s Commissioner of Recovery and Reentry, who will serve as vice-chair. The council’s membership includes a diverse group of leaders, such as:
– Brad Hawk, Executive Director of the Indian Affairs Commission
– Colby Braun, Director of the Department of Corrections and Rehabilitation
– Chris Schilken, Commissioner of the Department of Commerce
– Pat Traynor, interim Commissioner of the Department of Health and Human Services
– Chandler Esslinger, chair of the North Dakota Coalition for Homeless People
– Shawnel Willer, Housing Finance Agency continuum of care coordinator
– Bryce Meyer, pastor at Evangel Church in Bismarck
– Curtis Regan, associate broker and real estate developer at Dakota Commercial
– Jason Tomanek, Bismarck City Administrator
– Louise Dardis, board member of YWCA Cass Clay
The executive order instructs the council to engage with various stakeholders, including faith-based organizations, advocacy groups, and the business community, to gather input on policy and program development. Additionally, the council will focus on educating and advising elected leaders and state agencies on how to allocate resources and improve access to services effectively.
The council is also charged with the responsibility of reporting annually on its progress in preventing and ending homelessness in North Dakota. This will include recommendations for both executive and legislative actions aimed at addressing the issue comprehensively.
Governor Armstrong has designated November 16-22, 2023, as Hunger and Homelessness Awareness Week in North Dakota, reinforcing the importance of community involvement in this initiative. The establishment of the North Dakota Interagency Council on Homelessness represents a significant step toward a coordinated approach to tackling homelessness, with the hope of creating lasting change for individuals and families in need.
